Depending on the state and its laws a felon can sometimes own a Blackpower gun. They could in Wyoming until this July when the state Supreme Court decided that the law meant ALL guns. Should be many used Black Powders for sale in the next few months!!!!

If the felon is pardoned, that removes the bar.

If the felony is expunged, that removes the bar unless the conviction was for domestic violence. Not all states provide for expungement of felonies so this may not be an issue.

Any conviction -- felony or misdemeanor -- for domestic violence is a permanent bar to weapons ownership and can only be removed by a full pardon.

If the conviction is set aside (same affect as a not guilty verdict) the person is no longer a convict and all rights of citizenship are restored.
