I have checked with county Health and zoning boards. We are not in city limits. He has a lot of junk cars and they call that industrial inventory

Offer to cut it for him.
Present yourself as his protector, so that the county or the other neighbors don't make life hard for him you would be happy to cut his yard, I mean after all honey, high grass just irritates some people and it would be no trouble at all for you to cut his grass at the same time you cut yours.

Why would this bother you? It's not like his grass is shading your vegetable garden. What to do about your neighbor? Invite him over for tea, find what you have in common, become friends....Spraying grass killer does nothing to make this world a better place..Life is to short to worry about your neighbor's grass.

I WOULDN'T HESITATE TO SPRAY GRASS KILLER ON IT IN THE MIDDLE OF THE NIGHT.
