In general, unless you're having a problem with one specific circuit or as the one gentlemen said earlier, you just want to go up in amperage rating, the breakers should last the life of the house. I have found a couple over the years that have become corroded and rusted from being in a very damp area of a house. When this happens sometimes the connection between the wire and the breaker itself is compromised and full current cannot flow. But for the most part breakers are not something that wears out and needs to be changed like the oil in your car.

The only time you need to change out breakers is if you are going to go up in the ampacity of your box, or on that breakers circuit, or if the breakers are broken which can be checked easily by any electrician who will change the breakers out, unless you are an electrician it is not advgisable to play around in the panel box due to most homes having at min imuin 100 amp. service some have higher.

When there is something wrong with one, you'd have an electrican change it out. Otherwise, if it just trips, you go flip it back on.

Never unless they won't continually carry 80% of their rated amperage.
