My friend recently passed the California Bar Exam and his parents are throwing a party to celebrate. I thought this, or something like it, would be a good gift idea. He majored in Political Science and Economics as an undergraduate.

Con Law is a huge field, so there isn't just one main book on the subject. Most of the major hornbooks and treatises are either required or optional reading for Con Law classes in lawschool, so there's a good chance your friend has them already.

If you're looking for practical law books for someone whose done with school, I tend to prefer the Expert Series by Thompson-West. They have both practice guides and some of the better treatises. Other people prefer the Matthew Bender books by Lexis Publishing, but it's a personal preference.

Congratulate your friend for me on passing. I'm taking the California Bar in two days (don't ask me why I'm still on here).
