Eg A pair of slippers is on the mat.
While, slippers by itself is not collective
Eg. The slippers are very dirty.
In this example, you could be talking about many pairs of slippers.

Slippers is a plural noun. You don't buy a slippers, you buy a PAIR of slippers. Pair is collective.
