In the spring ... but there is not much to their blooms. Anyway willows can not have too much water so water the heck out of it and watch it grow. Next spring I am sure it will be mature enough to bloom, good luck. MAC

they bloom in early spring
plus in the fall start a few branches and when they root well plant them..
you may need a few new plants it sounds like that one is not functioning well..
