Most babies do it - it is just a developmental milestone - they figure out how to do it and then they do it all the time for awhile...just like cooing, or shrieking, etc...just a new sound they can make...mine does it all the time...sometimes when she is bored...

I'm not Dr. Phil, or Spock, but I have a suggestion.
Infants,,when they achieve some, or any level of awareness, are stimulated how??? Largely by envioronment,,not critical thinking. THEY MIMIC!
I have to assume that adults perform in ways they wouldn't, with adults, when face to face with an infant. IE: Rasberries,,,etc.
I can't recall ever sticking my toungue out, or pulling my ears to a boss, or even a subordinant I didn't know, just to show my HOMER SIMPSON side.
Someone did the tounge/mouth/lips thing, primarily to get and maybe gauge a response from the infant. Infants learn by repetition, and we as adults, fall into their "game" Eventually that redundancy is transferred to them,,at least until they realize that "grampa is being sillier than I am."
Trust me, it likely will not be a behavior they carry through life, other than in very specific, very common, situations with another they know won't think it any less funny.

watch elmo in grouch land they show rasberries a lot in that movie lol. Its just a cute expression for sticking your tongue out and blowing making funny noises.

When a baby tries to make sounds with the mouth, the excess saliva makes bubbles which they blow out sometimes making a 'raspberry' (ie, farting) sound.

Its when they put their lips together and blow and spit comes out. Like when parents blow on their babies stomach. Your lips make a vibrating feeling.

you didnt say how old the baby was . could be that he/she just discovered their tongue and is experimenting with how it works. nothing to worry about
