New York was first known as New Amsterdam, and was founded by the Dutch. But they weren't too enthusiastic about the location, and moved their businesses to Spuyten Devil, as they felt it was a better harbour and had more potential. When the English colonists came into the New Amsterdam area, they renamed it New York, after the English city of York. The name New York was also given to the state, when the states were formed, and so the New York, New York name simply means you live in the city of new york, which is in the state of new york.

Like said before the city is New York and the state is New York therefor New York, New York. . . .
however when speaking about the individual areas in New York City mailing addresses are usually only specified as New York, New York when they located are in Uptown, Midtown, or downtown (Financial Distict) Manhattan.
If not located in one of these districts mailing address city is specified by a borough neighborhood. . . . for example I live in New York City however my mailing designates the city I live in as
"Queensvillage, NY 11429"

there's a place in england talked approximately as York, so i assume they only extra "new" to that. It style of is clever, we call the east coast new england, so im guessing it has some thing to do with england.
