Not 100% sure if it's brass but it looks like it.

1st, if the paint is latex,hot soapy water and some scrubbing will remove the paint. You may need a stripper but use very little. Then you can use any number of metal cleaners. Many are dip and rinse. I like Tarnex. Good luck.

Paint remover for the paint, then Brasso for the rest.

Any white toothpaste, a dry rag, and elbow grease. It will take off tarnish and paint.

Get tarn-x You can buy this at K Mart or at cvs pharmacy, or Walgreens. If nothing else try brasso

you need to clean the paint off with go jo or goop then use brasso.
