The question is illogical. Intelligence is a capacity of a being, which must necessarily have more capacity than intelligence alone, and is therefore not an object.
Creation which comes out of nothing is illogical.
A nonbeing "something" can not have intelligence.
Intelligence alone can not effect physical manefestations without additional capacities, only representative imaginations.
I don't have time to dig into anymore of the problems with this illogical question.

You are presupposing that originally in eternity past there was nothing but, this raises a problem how can intelligence arise out of nothing? How could nothing create something, this requires a pre-existent being, however a Necessary being such as God is timeless.(Hebrews 1: 10-12) Defined, this means that at no time did God not exist. As contingent beings(that's us) it is difficult to conceive of something or someone being of that nature. All other propositions that offer a thoery of begining are themselves contingent. Begininng with Job 38 God issues a challenge of a series of questions addressed to Job. We as human beings must realize, no matter how intelligent we may THINK we are, God can still prove that we are not as smart as we suppose we are.

I think the arguement becomes cyclical, like the chicken and the egg discussion.
Man has designed technology that "builds algorithms that design chips that fix themselves." However man first had to create it before it can create anything. You can read about it at NASA at the link.
As for saying God, I am a believer, but what I read says that God always was, as is, and is to come. God didn't create himself out of nothing, He just Is.

Well if it started as nothing then it wouldn't be anything and therefore it could not be intelligent because it did not exist and something that does not exist can't exist if unless something else creates it and... well you get the idea.

Intelegence is Development - much you Develop , much you beter become.
This is main point of Creation as well as Development.
Well - as i stand on this theory - i can easy say that Whatever is become First it was not so inteligent maybe , and it's develop itself to become now to this point :)
