Animations are amoung the the most difficult types of videos to make as it requires the blended use of 2 programs---they may be for children but they are not child's play.---It requires Adobe Photoshop (preferable CS2) and the Adobe Image Ready program, which frequently comes as part of a package deal with photoshop ....add months of practice and study you are there......

Macromedia Flash 8 seems suited for this job but i costs $699 (United States) (for the professional)

Well you can draw pictures in paint, save them and then put them in windows movie maker. You really need a specialised program to get the best results.
