It's a frequent source of confusion. There is a Vancouver in the state of Washington, USA, and a Vancouver in the province of British Columbia, Canada. They are only a couple of hundred miles apart, and both have universities, so it's no wonder you are confused.
Washsington State University is in Vancouver, Washington (USA). The University of British Columbia is in Vancouver, B.C. (Canada). Both are fine universities.
