Is the cook's food uneaten? Does the "bad" cook see the food ignored? That's enough of a message.
If people eat what the person brings, perhaps others actually enjoy what this cook has brought.
Either way, this is a situation where your opinion has not been asked for by any of the parties involved. Therefore, there is absolutely no reason for you to concern yourself with what this person brings to the lounge and you are free to return to your regularly scheduled activities.

Is there a reason you need to tell her? Let her bring what she wants if it makes her happy. Maybe she'll get the hint on her own when nobody eats her stuff, or maybe it will challenge her to become a better cook.

That's a hard one.
A lady I used to work with was so sweet and she baked a cake for you on your birthday.
The cakes were nasty, worse than mine (I can cook, but I can't bake). I told her I was on a diet.
As for your coworker, is this a potluck or an everyday or week thing? have a sign up sheet, and make the suggestion to her.

get a group[ of your friends together and take turns telling the person you will make double and they don't have to bring anything
