"Pan" in this means "across" - as in, across several areas. Someone who is "pan-asian" is Asian, but from several different countries - let's say, Japanese and Thai. "Pan-asian cuisine" is becoming a popular kind of restaurant, which often features Asian dishes from Thai, Japanese, Chinese, Malaysian, Korean, and Vietnamese influences, among others. Pan-asian can also be a belief system that Asians should unite because they have similar cultures.
