When you say digital, do you mean optical? Just take the batteries out, and buy a WIRED, optical mouse. I did that, because I got sick of replacing the batteries in my wireless optical mouse.

You should be able to. Check your manual for a switch or something. If not, the mouse might have it's own standby mode in order to conserve power. If it's supposed to have a standby mode and is obviously not using it, it should be returned for a replacement or refund. I can't tell you exactly because every digital mouse is different.
