There are several intentional communities that operate within that model. Most are based in countries that have their own restrictions and laws, so there are limitations.

The problem, as your question is phrased, is making sure that the "beliefs and rules" that newcomers bring are compatible with the group that is welcoming them. It's generally easier to find (or create) a group that has compatible beliefs to yours.

The kind of community you are talking about would be called "libertarian." The United States is the only sucessful country founded as a libertarian republic, but we have not been able to keep it that way. I don't think there are any places left on the planet that would qualify as libertarian any more, but you could always try to join the Free State Project.

yeah, I hear Iran is welcoming ALL sorts of folk.
You could try North Korea, too. They like independant thinkers, there.
Or China. You are able to believe anything you want, AND make your own rules,too.
