You should had been more specific in asking your question. What type of steel you want to manufacture. For example is it steel sheets, Bars & Rods, angles, girders, shattering sheets, twisted tor iron rounds, steel flats, pig iron, ingot, billet etc.

source steel from raw material manufacturers--- design ur material as per nneds nad regulations-- look for the market..--complete study..or create detailed project report first of all doing everything.. and consult many peoples in the same biz....

Go to China or Japan.
They can make steel and ship it to the United States cheaper than can be made in the U.S.
