Always at the BEGINNING! It should be easy to find, so that it can be a stand-alone summary of the full report.

An executive summary is intended to be a summary or synopsis to be read by executives, who don't have time to read the full report but need to know the background, conclusions, and recommendations in summarized form. Then if they need to know more details they can still look at the full report.

An "Abstract" is essentially the same thing used in scientific circles instead of business.

At the end, I think. I think summaries that come at the beginning of documents are more likely to be called "abstracts."
