Sounds like you're talking about the Keystone Cops music, from silent films. Since the films were silent, it was up to the local theater to furnish their own music, usually a piano player but sometimes an organist. The studio would suggest a piece to be played, but everyone had their favorites, so therefore there's lots of possible songs you could hear. Some of the more famous are called "Fanfare and the Big Chase" (I think the one you mean ) and "Kitten on the Keys" (more a regular comedy piece, not necessarily a chase)

Click to the left on play to download the sample, there's a guy speaking over it to copywright it, but I think that's the kind of music you mean. I'm not sure who composed it, there's some elements of Rossini in it, as well as simple ragtime.

Youre talking about the Benny Hill tune! Its always the classic tune played when someones being chased in fast-motion in a cartoon-like way! Benny Hill!
