I've asked a lot of guys this. The consensus is that it's about how much you are "into" it and some technique. Girls who seem like they're really enjoying and trying to satisfy are usually considered good in bed. It's an added bonus if they can do certain tricks or exotic combos to please their partner.
For guys, my thoughts are that they need strength and rhythm. It needs to be steady, and they need to have stamina. Good question! :)

Knowledge and practice!
What makes a person good at any sport or game? Knowing how to play the game right and practicing at it a lot!
What makes a person a good actor? Learning and knowing how to act, and practicing it a lot!
What makes a person good in bed? Learning and knowing what makes other people feel good, practicing it a lot so that you are very skilled at making other people feel good!
You can read a lot of books that explain how to do it, and you can practice it (it's pretty easy to find people to practice with, and to learn from, if you're not too picky or snobby).
That all makes people skilled in bed, but truthfully the best sex I ever had was with someone who wasn't very skilled, but we were both madly in love. I'd recommend learning how to do it right, and if you ever are lucky enough to be madly in love with someone who is madly in love with you, too, you'll get to see the difference!
Some people may say you should just hold out for that special person that you'll fall madly in love with, but I think sex is too much fun and too pleasurable to go without it for years when there is no guarantee that what you are hoping for will ever come true. Humans need pleasure, and sex is the best kind of pleasure.

For a start , the desire to make the other person happy, but also someone who is open to new ideas, who is happy with their body whatever shape or size it is.
