For all of the people who are on here who obviously do not have a dog or if they do, they dont know what people do around them. Maybe he/she is not letting you because the dog may have bitten or done something to someone else who had done the same thing?

maybe the dog feels the relationship is going no where and doesn't know how to tell you? may be it's time to find a new dog?

because its abit weird i wouldn't want my neighbour kissing my dog, i'd think to myself that he or she has something wrong with them
