I know exactly what you mean. I have been in situations such as going into a waiting room at a hospital , or even coming into class and it's terribly rude that people do that. There were times when I walked into a classroom and 30 people would stare at me. I look and dress normal too. I usually ignore them and try not to look at them when I notice them staring at me. I know that this can be very hard because you feel like screaming "what the **** are you looking at?" but trust me, when you confront them about their staring problems, people that did the staring will lie and deny it.
So they are probably looking at you because you are attractive or unique looking. If they are glaring at you negatively then they are racist or jealous of you. Probably because you look respectable and young they stare. I don't know , but I think it is very RUDE to stare. Last week I sat in a waiting room, and there were 5 hispanic families staring at me when I walked in. They stared at me for more than 10 minutes before I finally asked them " why are you staring at me when I walked in the room ?" they just pretended to not speak english and then they stopped. I finally changed seats and a homeless looking black guy stared at me from the seat next to me and leaned in. Best bet is to ignore these rude people, or change seats where you can't see their faces. People are rude!

I'd give a nice big smile because it's awkward, I like my smile haha. Anyways, to be seductive, you should say, "What the hell are you guys looking at!? Feast your eyes on this!" Flash them! No, I'm just kidding. Point up the middle finger.But other than that, turn around and smack your butt and walk out. If not, do the Pantene Pro-V hair swing and say, "the beach is THAT way *flexing your muscles*" now THAT'S awesome.
