DO NOT TURN IT ON.
Take the phone apart as much as you can and allow it to dry out for a few days. Once it is completely dry, you should be able to put it back together and have it work again.
But, if the phone was on when you got it wet, then the sensitive electronics inside might be fried, in which case you may have to buy a new phone.

Maybe...
take out the battery; if its a flip phone open it- you MUST let everything dry out (at least 24 hours). You can try using a blow dryer to expedite this. I sent both a nokia 3390 and a samsung e105 swimming on separate occasions, and after I disassembled them i put the parts in an oven at the LOWEST TEMPERATURE for a few minutes (I dont recommend this, and you must check on the temp frequently) but it worked for me. My concern is that my phones just got temporarily submerged in clean, non soapy water; you may have bigger probs based on the nature of the accident. In short- let it dry out for a day or two and give it a shot. Good Luck.

Next time place your cellphone in a citysatchel from www.citysatchels.com. It's an extra pocket/wrist bag so you'll never have to place it in your pocket again.
Great for ipods too.

do you have phone insurance???

If not subscribe to it next month and say it happened while you were subscribed. Then cancel your insurance after you get a new phone.

I know this works with verizon but i'm not sure about anything else

No worries. 10 minutes under a hair dryer and it's as good as new.
