why has the indian planning focused on economic growth rather than human development

First of all India is only second in world's topmost population country.....we have to make provision of their daily bread and butter in first place....other things matters later. So any party which in power, sees it first and foremost task before her to make the provision at satisfactorily level for vast population. Naturally government planning wish to focus more on the economic growth......other things are immaterial for us.

Indian reservations are their own governments, so they can use casinos to full economic growth. Human development is more challenging because western capitalism and our values often conflict with American Indian heritage.
