The beach is part of the land, and is owned by whoever owns the land.
The water immediately off the beach is also generally considered owned by whoever owns the beach. However, the actual distance out varies depending on the jurisdiction, whether it is navigable, who else owns neighboring beach land, and several other factors.
The country that includes the land making up the beach has territorial jurisdiction (effective ownership/control) over the waters out a certain distance, as established by treaty.
The ocean beyond those territorial waters is owned by the UEO.

Good question. The seafloor is Crown land. The sea is covered by laws of the country up to 12 miles. After that it is known as international waters. The beach will be owned by the council or a private owner. However enjoy it.

Technically, the beach and about 15 miles (some distance) into the ocean belong to the country where the beach is located, and beyond that, it's owned by nobody, the world as a whole.. Or, some believe noone owns any land, we are only caretakers, and some religions believe, like some of my ancestors, we belong to it...

well after the godly numpties I suppose you deserve a real answer.
In the uk tide areas are the property of the crown. That doesnt' mean that the queen is responsible for each area, that pleasure falls to each local council. But by very old law it is the ruling monarch that owns the beaches and the tidal area between high tide and low tide.
Oh but god does'own' the little birdies and numpties who cant think of an answer other than fiction.

At the moment that is a hot isue
There is a call for all privately owned beaches to be opened to the public.
Most beaches are either common land (owned by no-one) or owned by local authorities.
