Yes he did have business dealings with Germany after the Germans declared war on America. I do not think the laws covering material support were in place at that time.

Many companies helped Germany IBM for instance. And the most notorious was Curtis Aviation. They sold airplane subsystems to Germany. So the very planes that were attacking the US merchant marine fleet that supplied England were made from US components. Curtis Avaition su[[lied wings and engines for the airplanes that were killing the US troops on D-day
