I don't know but I do know that a president needs to make decisions based on what he believes is best for the country, not on what the polls may say.

He was given a mandate to govern to the best of his abilities when people cast their votes in the voting booth, not when random people answered a poll question.

I'm not sure. But neither have approval as low as Abraham Lincoln's during the Civil War.
