You can keep your temporary internet files cleaned out. Make sure your browser is updated. Make sure not to many processes and extra programs are running.
Myst likely your pc isnt slow because of spyware, but because of TOO MANY THINGS RUNNING IN THE BACKGROUND. While things are suposed to help, alot simply isnt used, and hogs ram and processing power.
You may ask, "Whats processes have to do with my internet browsing speed"...
Well, if your ram and processing power is eaten up by "invisible crap", your browser will struggle to have its commands processed. And when your browser recieves data, your processor will struggle ot allocate ram, and rull ram struggle to find, store, or read web data.
Do ctrl + alt +del and do some research on your processes. Eliminate the ones you dont need.
Take a evening and research "Task Manager" and "Running Processes". It will help your oeverall pc productivity and effeciecy.
Some people have upwards of 50 processes running (see by Ctrl + Alt + Del), where optimally you will gave 12 to 15... Processes are not "in your face" but that dosent mean theyre not hogging resources.

Sounds like you have made some poor hardware and software choices.
If you want to live with the hardware; reinstall your OS and switch to better software, keep it up-to-date, and if something on the web asks you permission to do/know something - think twice before you answer.
Buying RAM will frequently speed up a computer and make it run more reliably too. The reason is that computer manufacturers usually configure their computers with just barely enough RAM to make them usable.
That does 3 things: keeps their costs and thus their prices low, keeps profits high, and leaves the door open for you to buy more RAM (from them!) while your computer is under warranty.
Also, emptying the cache on your browser, deleting cookies that are for sites other than the ones you visit directly, scanning your disk for filesystem errors as well as defragmenting it - those are easy thing to do. Those things are free. You can do them yourself and they do not require any additional software to purchase.
Of course, make backups before you do that stuff, if you do not have current copies of your important information - and configuration information/settings.
Make sure you have all your information for all your accounts in a safe place too, in case your computer takes a header. Sounds like it is living la vita loca right now and sending you postcards from the edge.
People I know who have bought Macs seem pretty happy with them. People that use Firefox and Thunderbird seem to like them a lot - and they work on practically all operating systems.
If you get Firefox, Thunderbird, or other new programs and they support subscribing to RSS feeds - don't subscribe to too many of them. That can slow down your computer too, since the computer will periodically download the latest news or whatever for each RSS/Atom newsfeed.
There are other things you can do but you can probably figure out what they are for yourself. I am not trying to make a comprehensive list, just point out the easiest and cheapest options.
The next time you upgrade to a new computer, think about not buying the same brand of software/hardware you did this time.

The best way to keep your computer running as fast as possible is to observe some general computer maintainence. Just like what kool_rock_ski_stickem said, you should clean out your Temporary Internet Files, because they can slow down IE (or whatever browser you use), and can sometimes cause IE to crash if the Temporary files happens to be corrupted. By keeping the computer up to date with the latest updates and running maintainence tools like Scandisk, Disk fragmenter, or your own spyware/antivirus programs, you can keep your computer running as fast as possible. However, the best way to increase performance is to add RAM, but usually you don't need to go that far.

Clean out your temporary internet files, de-fragment your C drive and get a cable internet connection. DSL is fast, but it's still just a phone line. Cable is faster, more efficient and has about 1/4 of the problems DSL has.

Download and install Mozilla Firefox. It is a stripped down version of Netscape and surfing can be somewhat faster. There are other browsers available as well. Opera is one. These feature-free browsers don't offer many gizmos but they can increase your surfing enjoyment.
One other thing I recently re-experienced is that my IE browser absolutely would not load a page until I uninstalled the Yahoo Toolbar. Don't know why but I've had that same problem on several different machines.

You can go to start>> run>> type in msconfig>> go to the startup tab, and look to see if there are any programs running, that you are not using..Uncheck the ones that you don't want to start when your computer starts. Make sure you do not uncheck any anti-virus, spyware, or your firewall programs. If you are not sure what they are, go to the google search engine, and type the name of the program into the search box. The more programs that start when your computer does, will slow your computer down. good luck..

Download CCleaner http://ccleaner.com/download/ and run it to clean out a lot of junk and then check for issues that might be slowing your computer down. This is a very simple way to clean up some space and boost speeds

You can't go any faster than what you are paying for, sorry. You can however get browser plugins that compress images. This would make your internet surfing a little faster, but not much.

opera is a very basic browser, not a lot of bells and whistles,
but it is about 1/3 resourses of firefox, get it at download.com
