The other dollar is in the puzzle itself. You have made a mistake in calculating the problem.
Money given by Businessmen = money received by clerk
i.e. 3 * 10 = 30
now clerk gives back 5
the clerk has now 25
let money of business men = a
money of clerk = b
money of bellboy = c
Initially
a = b ...1st
Then
c = 5, b¹ = 25 & b¹ + c = 30
:a = b¹ + c ...2nd
Then
c¹ = 5 - 3 = 2
to get c¹ = 2 in 2nd equation we subtract 3 from both sides
a - 3 = b¹ + c¹ ... 3rd (here c is now 2)
Now a = 30, a - 3 = 27
the equation is still balanced
Now let a¹ = 27 (the new value of a)
a¹ = b¹ + c¹
Bringing c¹ to the other side
a¹ - c¹= b¹
27 - 2 = 25
So you see, you must not add 27 + 2 but rather subtract 27 - 2 to get 25 and not 30.

Nothing happened to it. It's still there. The clerk told the bellboy to give $5 back to the men. So now the total payment is $25. The bellboy gave 3 dollars back to the men, and took two for himself.
$25 paid+$3 gave back+$2 dollars taken=$30

There is no missing dollar:
Each man paid $9. So in total they paid $27. $25 went to the room and $2 dollars went to the bellboy. You are supposed to subtract 2 from 27, not add 2 to 27.
Here is why:
money paid = money that the hotel got + money that the bellboy got.
money paid originally = money paid + money returned = money that the hotel got + money that the bellboy got + money returned.
The first equation gives $27 = $25 + $2
The second gives $30 = $27 +$3 = $25 + $2 + $3

This question gave me a real headache aswell. The thing is that the question misleads you. Observe:
They each paid $10 x 3 = $30.
The manager gives back $5 so they actually only paid $30 - $5 = $25.
So they actually only paid $25 / 3 = $8.3333333333
If you add the $3 the bellboy gave them they each payed $8.3333333333 + $1 = $9.3333333333
In total they each paid $9.3333333333 x 3 = $28
And the $2 the bellboy pocketed $28 + $2 = $30

When they said they paid $9 for the room, it was actually what financed the room ($25) and the pocket money for the bellboy ($2). This comes out to $27 total. That was exactly what they paid in.
What was misleading in the description was the implication That the tip was not paid by the men. It was!

You add two things that shouldn't be added.
The $2 of the bell boy is *part of* the $27 the men paid... adding it is meaningless. Rather, we should subtract
$27 - $2 = $25
to find the real price of their room.
What happened to the missing dollar? There is no missing dollar; we can account for the $30 originally paid:
$25 -- payment for the room
$3 -- paid back
$2 -- stolen
