Human Greed.
By the way, Greed is though out humanity. Not just in capitalism.
It resides within the people. It is part of the fallen nature.
If a computer were in charge and not programmed with any hint of greed, there would not be peace. The people would hate to be ruled by such a thing.
You have to do away with the fallen nature.
This can only be done by God Himself.
Don't get me wrong it hasn't been done yet.

neither- the corruption is a result of a poorly educated populous- if people knew certain things about these people in charge that are generally easy to find out if you do a small amount of research, they would never let them near any of our governmental structures.
Also, if people (namely americans) had a better grasp of historical backgrounds free of establishment propaganda, certain events wouldn't continue to repeat themselves over and over again (genocides, economic collapses, establishment of fascist dictatorships, etc.)
For example, if more people were aware of a more detailed, accurate, and complete history of the holocaust- i doubt something like the patriot act getting passed directly after a catastrophic "terrorist" attack would ever happen. (look up the Reichstag Building Fire, 1933)
obviously, human tendancies toward greed and power hunger are also a very large factor.

I suppose you think that in communism, or socialism, or fascism there is never a hint of corruption?
Or are you just throwing stones at people more successful than you.
Corruption is as old as the world itself. So long as people are corruptable, it will be with us.
To resist temptation, one needs a strong sense of right and wrong. When the lines get blurred(situational ethics, anyone?) is when the door to corruption is opened. Rationalising it by saying "It's a small amount. " or "So and So is doing it." or "Only this one time" is still corruption.
This is why it is SO important in politics to make sure we put people of strong morals in office.
Look at it this way...we get to choose who holds the gun to our heads.
