I'm wanting to construct a large see through water tank. The shape has to be exact, so I guess I've got to cast it. Thick plexiglass is what I had in mind, but that seems to be to complicated for my garage. What is the best process/materials to make it? (approx. 8ft diameter by 5ft. tall)

depending on the size of the tank, and your budget, look into a custom lexan tank. The best advice you could get is from the local pet store, one that specializes in fish and salt water tanks. Petco, or petsmart may not be able to help you. Check the yellow pages.

http://www.chemtainer.com/home/products.aspx might help. It depends on what the water is being used for as to what type of plastic you need. I don't think a Plexiglas's tank would hold much pressure at the joints. Good Luck
