Also I was considering using the pavers in 2 strips either side of the driveway and filling the middle with gravel - will this comprimise the strength?

Most pavers are OK in steep environments when they are set in a thin base of concrete. The idea of using two strips is OK, but the greatest strength will happen when more pavers are locked in together. A strip of pavers might only be 3 or 4 pavers wide, and that would create two edges of weakness for each tire track. Also, if you live in an area that has freeze - thaw cycles, pavers might "pop" out of the mortar unless you used a non-shrink grout. Good Luck

280 ft? Better sharpen your pencil and figure the cost very carefully.

Admittedly I've never tried this, but I've always thought concrete railroad ties laid side by side would work well.
