A Foucault pendulum on a jet plane would keep exactly the same time as any other sort of clock on the plane. Relativistic speed and gravitational effects apply to all clocks equally.

It would be different than surface time depending on its speed and distance from the earth sinc each of these factors changes the flow of time.
