Yes, and if you're on a tight budget, both are a colossal waste of money, as well as caller id. Save that money and put it in a money market fund.

yes, ask your phone company for package deal. I have BellSouth and it allows you to pick 3 options for a flat fee that is very affordable. Just go to your phone provider's website to see what options they have.
If you are referring to a cell phone those options are normally included in the basic price
