No. Off Course not. Fly is a name which people have given it because it is the most common thing that 'flies' around bugging them making its presence be felt by everyone which in turn makes us feel that it is the only thing that flies!. Hence the name. If it would have walked it would not have bothered the people so much and its presence wouldn't have been felt so much. This would have lead to a name that would describe its body, colour, diet, habitat or the way it moved around or the way it lived or any other thing other than 'walk'! Almost every animal walks, then why haven't they be named so!!!!

Some species specific parasitic flies don't have wings, they live in the fur of Fruit Bats (Pteropus alecto) sucking their blood. They scuttle around looking more like spiders than flies but the give away is the 3 pairs of legs!!
