It's a good concept and several companies already do this and typically offer 1G for free. If you are really interested in starting this I would highly recommend you check out your competition. There is a lot to consider before driving towards this. How large is your hard drive? Chances are you will need a farm of servers to support a web company selling storage space and will need to network, monitor, and incrypt these files to secure their information. Any business plan takes serious work, preparation, and start up capital. It's not a bad idea, but it may not be the best place to start. Try looking at that idea as a direction to go with your business in the future, but to start you may want to look for an angle that no one else is doing that would be less costly (servers are not cheap). I would also recommend researching business plans and How to start your own business. That will help you organize your thoughts and lead you in the right direction. I hope this helps!

I don't quite see a market for this.

You would have to have a very very reliable 100% uptime connection. You would have to set up your system so that people can log into it. People would have to trust you with their material.

Given how cheap space is nowadays (either free through online services, or cheap on memory cards or external hard drives), I can't imagine people would want to pay you money for this.
