People can be so one sided.
If you don't want to take your dog to a groomer, or you think the length of your dog's hair is fine, then all you have to do is comb it. Buy a two sided doggy comb, and give him a good brush. Not only will it get rid of the puffy-ness that happens, but it'll will also evenly distribute the dog's natual oils, and make his coat look healthier and cleaner.

Puffy, as in shedding? Try brushing it out, if it shed a lot, you can take it to a groomer and get it a "BIG" haircut. Try to cut off most of the hair, and there will be less to fall off around the house. Try it, and good luck!

Take your dog to a pet-groomer. You can also try to trim the hair yourself, but be careful as to not accidently snip the skin. Best to see a good pet-groomer.

Duh, shave it. Unless it's a breed that does have puffy hair. Try being more specific in your question. If you had said, "help, my doberman has puffy hair", there's a problem. If you had said, "help, my poodle has puffy hair", that's a grooming issue. We can't read minds here.
