When you open internet explorer go to "Tools" then down to "Internet Options...", and then just click on delete cookies

I never heard of 'reset cookies' but if you want to clear them:
Go to Start / Settings / Control Panel / Internet Options and clk on Delete Cookies. May as well delete temp files while you are there and clear History.
For a more complete job: Clk Start / Programs / Accesories / System Tools / Disk Clean Up.. Clean up drive C:\

If this isn't what you mean by 'reset' please repost the question and reword it to what you mean.

the network and internet connections
and then internet options
and theres a button that says delete cookies.
