Is this due to the hot weather in Germany or is it diseased?Either way it's driving me crazy, can anything be done?

Horse chestnuts have been forecast not to produce conkers this year due to the heat. It is likely that the oak is under stress from the heat and is shedding the acorns so it can concentrate in keeping its foliage which it relies on.
