um-mm first find out if Ur niece forged her mom signature or if she had adult help in getting the piercing, like my niece did. if u believe she telling u the truth and didn't forge or have adult help( they should keep records of who signed for her) then YES turn them in, they in the usa and should follow our laws.

Check with the niece again, there may be more to this than you are aware of...they indeed must conform to the law of the country in which they are in regarding this regardless whether they are East Indian, German, Asian, French...it all works the same way, conduct yourself according to the laws of the country you are in and just as with any thing they will abide by as citizens so somewhere along the way someone is not quite giving it all up.
I've had my nose pierced, I've got two daughters who've had piercings and I've had friends of theirs with piercings and in each and every instance there has had to be an authorization from someone over the age of legality, in our country it's 16.
If you still believe there has been improprieties and it is proven beyond doubt that no one else played "mom" and signed for her etc., then report them to the Health authorities who would govern this service, I believe and simply state that you (or her parents who should be doing this reporting if its necessary) are concerned that this particular business did not follow the proper procedures required to operate a piercing parlor in your country. Then let them deal with the actions against them if there are any. If your niece wasn't authorized and no one gave their authorization there will be others as well and the records will quickly add up to a shut down for this business. Illegal operations, unsterile environments and unprofessional service here results in shut down of service pretty quickly. Also word of mouth goes around very quickly in the community of those who get piercings, if you want a good piercing and a good business doing it...you talk to someone who has them, you don't just go on your own and get it done where "they do everyone no questions asked," that right there should raise alarms.
Whatever you do tho, ensure that she cares for that piercing faithfully....always ensure the hands are well washed and dried before using warm salt water (2 tsp per 1/2 8oz glass warm water) several times a day if no redness is involved in the early stage, more often if there is (this indicates infection starting), using qtips (quality ones not cheap ones) to clean the outside of the piercing right to and around the stud itself and all the area of the nose in that area, and a small cotton ball with the warm salt water to clean the inside of the piercing just as carefully and thoroughly. No need to twist the piercing as is sometimes thought best for something like an ear piercing...the nose doesn't need this.
The main and most important step is the warm salt water...also, no makeup or creams near the piercing for a few weeks after being done to avoid irritation to the area.
Have her mother keep a good eye on the looks of this piercing...to ensure that it looks healthy. The site will be pretty well healed on the outside in a few weeks but the inside will take up to or a little more than 6 weeks. She should wait 8 weeks to change the stud if she wants to do this...but it isn't a necessity by any means.
This will either turn into a piercing that went well or it will be a real eye opener on what not to do. My youngest son (15) did this with a group of friends despite the fact he has an older sister who knows exactly who is and isn't quality out there...his eyebrow ring became infected and he had to take it out and now has a scar for the experience.
Get the niece to investigate the care of piercings and ensure she sticks faithfully to it, especially where the eyebrow, nose and lebret are concerned. Approach this shop before filing a complaint against them because they could be fully compliant and someone helped her get this. Have all your facts on both sides before you lay a complaint. Most importantly the niece must care for this properly because even the best piercing shop doing the absolute most to ensure all is above board can't control a client who doesn't care for the piercing exactly as they've been told to do.

honestly you are just mad that you kid or whatever got her nose pierced. you should talk to her and tell her how you feel and leave the shop out of it. that is just like putting some kid in jail just because he had sex with your daugter when he was 18 and she is 17. now i know that it is messed up that she would go behind your back or her parents back and get it done anyways, it really is and she should be punished for that. but no matter where she got it done she would have gotten it done anywhere anyway, or better yet she would have done it herself and really hurt herself and you should just be happy that she didnt do that. The shop is probably fine doing it and the only thing that would happent to them is that they would get fined unless this is a third offence. and that is not going to get rid of the fact that she is a teen who went behind everyones backs like all teens. just make her take it out it will heal in 3 days and she will have to go get it done again if she is really persistant about it.

since nose piercing is traditional of the east indians...they dont think its wrong. and if u just turn them in without talking to them they wont understand. i suggest that u talk to them and tell them that what they are doing in USA is illegal to not have a parent/ gurdian if under 18 and warn them that if they dont start following the rules that u will turn them in.

Ok, totally my opinion, but since parents can go to jail over the actions of their kids, I think they have the right to also control what they do to themselves. If the parent says no to a nose ring, then they shouldn't be allowed to get it. And if someone pierces the childs nose, they should be held accountable. I'm southern, so if I had done that, she would have guilted me to death!

I would say YES! It may be in their religion or culture BUT your niece is neither in their religion or culture so that rule does not abide to her!!
For example, I lived in Germany until I was 12, now kids there were allowed to drink in the bars, BUT if you were an American kid, the MP's would arrest you because we are American not German!
