Iraq has two oil companies, the Northern Iraq Oil Company and the Southern Iraq Oil Company. They control all rights to oil exploration and drilling. The subcontract to a number of international oil companies, but the Iraqis control the rights to the oil.

The Iraqi government has owned the oil rights there in the past. I believe that they still do.
