It depends on the ages involved, there is no family (blood) relation so I doubt it is illegal but whether or not it is Moral is another question.

well it depends really on how you look at it, technically since its a step-uncle there not your family by blood so yeah it is legal, but some people look at it like hes your uncle so you cant do that but really hes not your uncle....only if you want him to be

You are not blood relatives, so there is no law against it. It would not be incestuous at all. If there was an adoption involved, it could be illegal.
