all the person did was walk in the store and say yeah what up to people and went and started to just play around and joke with the police officer and he grabbed him and cuffed him threw him in the car kicked him and tasored him till he was sleep i need to report this asap and i dont know who to go to

Maybe a crime stoppers. If you call the local police station, they will just cover it up. Actually, go to the newspaper or tv station.

File a complaint with the police department, then go to a local tv station, they like that kind of stuff.

you have to go to the police station and talk to whoever is in charge in your town, for instance, was it a city officer, deputy sherriff,county officer,constable,etc...
