Niger seed. it will attract sparrows, finches, and other small birds.

Stay away from sunflower seeds - the bigger birds love those.

niger and thistle are the same.
I also use black oil sunflower seed-- but most of all-- DO NOT buy that "wild bird" mix-- has stuff the grackles and starlings love!
I find with just the black oil (not the big black and white ones) sunflower seed and thistle seed-- I get the birds I want-- have to admit seeing pigeons on my house type feeder is pretty funny!
Another thing-- get the right feeder for the birds you want. Cardinals like tray feeders-- Blue jays like peanuts in the shell in a bowl-- altho a friend makes the blue jays find the peanuts-they have to work for the nut- don't put out many maybe a dozen at a time-- they'll take them away and hide them themselves- Thistle/niger can be fed in a cylinder with a tiny slit for the bird to get the seed-- there is also a "sock"-- a mesh bag that the finches like to cling to-- and eat their fill-- it usually takes a couple of days here in Oklahoma to empty the "sock". I also have a metal feeder with squirrel reject-- the squirrel weight makes the feeder close the tray and they can't get the seed-- HOWEVER-- the squirrel ( at least one) has learned to hang by his feet from the top of the feeder-- using his hands to stuff his mouth-- I figure he worked for those seeds. They are smart critters-- I had to put a lock on my outdoor seed keepers--
I really enjoy the critters that come to the feeders-- I watch them daily-- and don't forget water!
good luck

I ve been using safflower seeds for years. No probs with any of the blackbirds. Niger works quite well also. The black oiled sunflower seeds still attracted blackbirds. Middle Tennesse here.

possibly you should attempt making a cage form chook feeder.make a cord mess excellent to in good structure over you feeders or purely make one it is coated, make the holes contained in the cord sufficiently huge for the smaller birds to in good structure by.yet sufficiently small to save the starlings out.It gained't remedy the issue thoroughly yet will provide an section for different birds to feed unharrassed by the starlings.
