If you make up things for a book, make sure you don't use real people or they may come at you with a libel/slander suit.

A lot of books have a disclaimer that reads something like this:
"This is a work of fiction. Any resemblance to actual locations, events, or people, living or dead, is strictly coincidental."
You can qualify it if you put actual historical figures into the book, or based it off an actual event, or wove events into the story... but this kind of disclaimer lets you write up things pretty much any way you want.

I do some writing, but this is a good question.
I would say no, if your book is fictional. B/C fiction is "not-true" stuff!
Perhaps it wouldn't be a bad idea, though, to look into something like that, just to cover your a$$! Start with the local library and have them give you some resources to help answer the question!
Happy writing! Good luck!

You can write what ever you want as long as it's a fiction book.

OF course, it is fiction. But, you should research the settings and culture to make it believable.

Yes, if it's fiction. Go ahead, have fun. But for it to be plausible you'll still need to do research.

That's the definition of fiction.
Not that many 'history' books don't also invent a fair bit of their own.
