If I am labeling a picture of a friend and me, do I write "Jessy and me" or "Jessy and I"?

Neither. You write "Me and Jessy." For instance, if it was a picture of you only you would not write "I" you would write "me" under your picture. Think of it like --- this is me. Or, --- this is me and Jessy.

Jessy and I because it is a subject pronoun. Me is used when it is a direct object, which means it receives the action of the verb, as in: "I give her my book".

When I journal in my scrapbook, I do it in the first person. Use "I."

'Me' is more informal, 'I' is the formal choice.
