The college that I will be attending soon has a very restricted ISP. It monitors everything, blocks many sites, will not allow web-based email, will not allow ftp, does not work with torrent downloads, etc. How can I bypass some or preferably all of this?

People always like to break barriers where they should not be. Lets try to break barriers in studies than into such stuff. If something is restricted its to maintain code of conduct. And you do not visit a college to brake things do you?

Learning is different than causing harm. Read books on how and what of networking basics of how nework access works, ip filtering etc and you will learn a lot I assure.

you cant bypass it. i used to have the same issue when my college was using a proxy server.
