It doesn't depend on anything, the answer is 'twice'. The person who said "I have been out with Billy one or two times" as opposed to "once or twice" was correct when she said that "once or twice" sounded better but this is because the connectivity with the first statement is "one or two" and not "two times".

Either way is correct. However, if you use the word "once" it is better to use the word "twice" rather than two times for consistancy. For instance, "I have gone out with Billy Bob once or twice." Instead of, "I have gone out with Billy Bob once or two times." The other correct way of saying this would be, "I have gone out with Billy Bob one or two times." I still like the first way best though.

I think it just matters on the effect or sound you're trying to get at. Or the type of literature you're writing.
Example : Dark Chocolate has twice the antioxidants of....
Dark Chocolate has two times the antioxidants of .....
Do you feel the difference ? If you say two times, it makes people more aware of what you're trying to say because it says TWO TIMES. But on the other hand, saying twice makes the sentence sound more professional .

twice is much more popular but you can use two times...both are just the same...
for example:
1.I brush my teeth twice a day.
2. i brush my teeth two times a day.

Twice is usual, unless you are reciting the "two times" table (two times three is six and so on).

They are both grammatically correct. It all depends on the question:
How many 'times' have you been? - I've been two 'times' (or) I've been twice.
Have you been two times? - Yes, I have.
Have you been twice? - Yes, I have.
However, you can only use 'two times' not 'twice' for the 'two times tables' - 2,4,6,8... (I know, it's not funny).
