During World War I, Ireland was part of the United Kingdom, and many Irishmen served in the British Army. Ireland gained its independence in 1922.
The Emergency was an official euphemism used by the Irish Government during the 1940s to refer to its position during World War II. The state was officially neutral during World War II, but declared an official state of emergency on 2 September 1939, and enacted the Emergency Powers Act the following day. This gave sweeping new powers to the government for the duration of the Emergency, such as internment, censorship of the press and correspondence, and the government control of the economy. The term has remained in use in, for example, as a cultural and historic context in school books. The Act was repealed on 2 September 1946.

As Ireland was still part of the British Empire during the first world war they sent many soldiers to the front as well as giving resources from home.
In the second world war the Republic of Ireland was neutral, it had virtually no military and a cripelled economy after the British left, so they had very legitimate reasons for not participating. However Northern Ireland played part of the second world war, sending soldiers and building alot of ships and planes. It was also bombed in the blitz.

Ireland was still part of the UK in World War I so they had a large part in that. They sent many people to the front, but many supported Germany. In WWII Ireland was officially neutral, but many Irish fought for the Brits.

They had a large part in WW1 as they were not a self-governing Dominion like Australia, Canada, New Zealand or South Africa.
WW2 was a different story. Eire was neutral and interned combatants from both sides. Individual Republic citizens (my father included) volunteered but the Irish Republic was not a combatant country in WW2.
