Joga Bonito: I enjoyed your analysis.
But I don't agree with your statement that the US cheated. There is nothing in the Laws that disapproves of the stutter-step approach.
The goalkeeper can only move once the kick is taken. So the Chinese keeper made a mistake in diving early, when she should have waited.

As for keepers moving out, I do believe there is some allowances (using discretion), because if you follow it to the letter, almost every kick will be retaken and there will be too much controversy. What if a keeper makes repeated saves, only to have them retaken and the opponent then scored.

With all the anxiety and tension of a shootout, it is possible for keepers to 'jump the gun' early.

The 2005 champions league final was certainly unbelievable, especially as I am a massive LFC fan. But, as I was crapping myself the whole match I never really enjoyed it until it was over. The 4 - 3 against Keegans Newcastle at Anfield was just a tremendous game though and is for me the most memorable...Collymores winner...class!!!

The 1999 FIFA Womens World Cup Final, between China and the United States of America in the United States of America. Despite having no goals, it was very exciting, and went to extra time, and then to a penalty shootout, in which Brianna Scurry, of the United States, saved China's third kick, and that proved to be the difference as the United States made all their kicks, and won 5-4. The thing I have found most interesting about that game is that although I wasn't aware of it at the time (being around 10 years old), Scurry cheated on two of the penalty kicks by leaving her line before the ball was touched, and this included the kick she saved. That kick should have been taken over. Also, three of the five American kickers cheated by stutter-stepping or changing their stride signifigantly in order to throw of the goal keeper, which at the time was completely illegal. Those three kicks shouldn't have counted, and one of them was the ever famous Brandi Chastains winner, the fifth kick. If you dont believe me, watch the shootout again. The most obvious violation is Scurry's, as she CLEARLY left the line early, and infact later admitted it herself. Also, I believe it is the third shooter of America but I am not sure, anyway, on one of the United States kicks China keeper Hong never moves and holds up her arms, clearly signifying that she knew the kicker did something wrong, a lot like what Ricardo, of Portugal, did on one of Englands kicks in this past mens world cup. However, in Ricardo's situation, the referee noticed it and the kick was retaken. In Hong's, the referee noticed nothing, and the kick stood. And, the thing that I find most amazing, is that really almost no one knows about this. This was a big victory in America soccer history, mens or womens, and no doubt the media chose to ignore it.

1-0 Carsten Jancker 6'
1-1 Michael Owen 12'
1-2 Steven Gerrard 45+2'
1-3 Michael Owen 48'
1-4 Michael Owen 66'
1-5 Emile Heskey 73'

Referee : Pierluigi Collina (ITALY)

this one has to be my all time memorable football match. ENGLAND travel to GERMANY needing a win to stay in the hunt for the 2002 FIFA World Cup finals place & what a way to secure this memorable victory in front of the disbelief German fans.

GERMANY took an early lead thru Carsten Jancker but ENGLAND levelled the score soon after thru Michael Owen. Steven Gerrard give ENGLAND the 2-1 lead just before half-time. in the second half, it was all ENGLAND's way as Michael Owen added two more goals for his first hattrick in ENGLAND's shirt & Emile Heskey completed the comfortable victory.
